Local Housing Needs Survey 2025

Housing Needs Survey: Langham Parish
I write to you on behalf of Langham Parish Council.
You may be aware that the Parish has been identified by Colchester City Council in their new Local Plan as an area for major housing growth. The purpose of the Local Plan is to inform the scale of change and growth that will take place in Colchester as a whole over the next fifteen years in response to matters such as population, housing and economic change. The draft Local Plan identified Langham as a growth location for more than 900 new homes.
A first draft of the new Local Plan was discussed by City Councillors in February this year. The Parish Council has been following progress and understands that an updated version of the Local Plan will be published for consultation towards the end of the year. It is understood that it will retain the growth allocation in Langham.
The Parish Council will be making a strong representation to the City objecting to the scale and location of growth in Langham. To support this, we are pursuing a range of matters including, amongst others, infrastructure delivery, sustainability, and the actual need for new homes in the Parish.
We are in the process of preparing a Housing Needs Assessment for the Parish and, as the first step in this, invite you to respond to the enclosed survey. This will help indicate the actual need for new homes in the Parish - based on your future housing needs - and help us make a robust response to the Local Plan consultation. This will help tell us the size and type of new homes that might be needed in the future. Needs might relate to, for example, the desire to downsize, the current home being too small for your household, or younger people wishing to set up a home of their own.
This survey has been distributed to every household in the Parish. It provides scope for the needs of different members of the household to be reported. Please do respond. The more responses received, the stronger our response to the Local Plan consultation will be.
If you have family who previously lived in Langham who had to move away, but who would like to return to the Parish, please do encourage them to complete the survey too. All responses received will be anonymized, with all personal information remaining completely confidential.
Please respond to the survey by Friday 3rd October 2025. You can complete the paper form delivered with your Parish Newsletter and return it to the Parish Council using the pre-paid envelope. Alternatively, the form can be completed online via the Parish Council website using the button below.
(If you are able to complete it online, this would be slightly preferable for a couple of reasons: (i) it will save money on postage costs (ii) it simplifies data aggregation and statistical analysis of the survey responses).
